Should watering days be assigned, anyone can report. Neighbors, passer by, police, meter readers, etc.

5. Why are there no restrictions on the athletic fields?

City of Farmington employees are stewards of the public infrastructure that tax-paying citizens built. During this time of drought, the City is tasked with balancing water restrictions for private residents and appropriately managing and caring for the millions of dollars worth of infrastructure and landscaping that have been purchased by the taxpayers. City management is walking a fine line of keeping the landscape alive for the economic vitality (and aesthetics) of our community, and the enjoyment of our citizens, verses letting it deteriorate; only to be replaced later with additional taxpayer dollars.

1. How do I get a Certificate of Occupancy?

A Certificate of Occupancy requires inspections from various departments depending on the nature of the Occupant. Inspections will be scheduled and handled by the proper departments. Once inspections are done and everything is up to code, then a Certificate of Occupancy will be issued. Usually for new construction only.

2. Why do I need a permit?

The best way to find out if you need a permit is to contact Building Inspection. Discuss your plans with them before you begin work. If a permit is not needed the building inspector can answer your construction questions and may provide valuable advice.

3. What is a building permit?

A building permit gives you legal right to start construction of a project in accordance with approved drawings and specifications.

4. As a homeowner, may I get a permit to do my own building, plumbing, mechanical and electrical work?

• Yes, homeowner permits for building.Must be your primary residence. You may do some maintenance and repairs without building permits as long as it does not include structural work or the construction or removal of ANY walls or partitions. Cosmetic changes, such as painting or carpeting, do not require a permit. However, such work still must comply with applicable codes dealing with fire safety and other safety issues.
• No, homeowner permits for mechanical.
• Yes, homeowner permits for electric and plumbing. You can take homeowners test for electric or plumbing.

5. May I start construction before I receive a permit?

No. 

A permit must be issued prior to the commencement of work. If construction is started prior to the issuance the contractor or homeowner is subject to civil fines and other penalties.

8. How long is a building permit valid?

Building permits are issued on and valid for 2 years from the date of issuance. If no work begins 180 days, your permit is no longer valid. If a building permit expires, a new permit and applicable fees will be required for renewal. A plan check fee may also be required.

10. Can I replace the curb gutter and sidewalk in front of my house?

16. Do I need a building permit for my project?

Yes. All buildings erected within the city limits of Farmington must be permitted. 

Buildings may not be placed over utility easements, in rights-of-ways or over the building line. 

Building permits and inspections are required for New commercial construction, public or private additions, renovations, New residential construction, Additions, Renovations. 

This includes the following common projects: Installing an antenna, Cell Towers, Storage sheds, Decks, Installing Patio Covers and Porch Covers, Siding, Swimming pools, Arbors Room, additions, Enclosing patios, Enclosing garages, Demolition of Buildings, Demolition of interior walls, Installation of signs, fence or wall, driveways, sidewalk, flatwork, playhouse, roof, windows and doors, etc. 

Permit applications may be obtained by visiting Community Development - Building Inspection Division. 

The office is located south of the City Hall, in the Annex Building on the 2nd floor.

17. Do I need a permit to install a fence or wall?

Yes. 

ALL fence work requires a permit. 

Permits are required for ALL walls or fences that are 18" or more in height. Replacement of a walls or fences. Any fence over 6' high MUST have an engineering scale drawn design. Retaining walls over 3' high MUST be designed by an engineer. 

• Planning and Zoning Division will need to be reviewed for Zoning and Setbacks. 
• Water and Waste Water Division will need to review for any main lines.

18. What will my permit cost?

Fees for building permits (those related to new structures, additions and remodels) vary based on construction valuation.  

Fees for secondary permits (i.e. electrical, plumbing or mechanical work) are fixed amounts that depend on the type of work proposed.

1. What is the “Power Cost Adjustment” on my bill?

The Power Cost Adjustment (PCA) is a mechanism utilized to recover costs associated with fuel and Operation and Maintenance of FEUS generation facilities, as well as power purchases, collectively referred to as power supply cost. Every FEUS rate includes a base amount of power supply cost, currently at $0.035 per kWh sold. The PCA charge occurs when power supply costs exceed the amount contained in FEUS base rates. Likewise, when power supply costs are less than the amount in FEUS base rates the PCA will be negative, or a credit back to customers. The PCA is designed to be a "pass through" mechanism to FEUS customers and is similar to the way many other utilities recover power supply costs.

2. What to do about a high bill?

You can call one of our customer service associates at: 505-599-1353, regarding a high utility bill for your home or business. Your electric/water usage histories will be reviewed. With your assistance, the cause(s) may be identified. If deemed necessary, a work order will be processed to send for a reread to verify the accuracy of the most recent meter reading on the contested bill. When a reading is determined to be in error, a corrected bill can be sent to replace the bill in error. Note that when a meter is over or under read, the next month’s correct reading will automatically compensate for the initial reading error since home and most business meters are never turned back to “0” (similar to your car odometer).

3. What is the “Demand Charge”?

The demand charge is designed to have the larger power using customers (larger commercial and industrial) pay their fair share of the utility’s fixed investment. This includes the production, transmission and distribution capacity required to meet the customer’s maximum requirements. The charge is based on the rate at which electricity is consumed. The more electricity used at any given time, the larger the utility’s investment in generation, transmission and distribution systems has to be. For example, considering two users: A and B; both consume an equal number of kilowatt-hours (kWh) each day. User A consumes electric energy evenly 24 hours a day while user B consumes the same number of kWh rapidly in only eight hours a day. User B’s demand requires the utility to have a generating and distribution capacity three (3) times the capacity required to serve user A. User B is billed for this additional capital investment. The consumer’s actual demand is metered at the average amount of energy consumed in any interval of 15 minutes. The highest demand recorded during a month becomes the actual demand for the month. To be able to produce enough power for all customers, it is critical that the utility knows the power loads of its larger customers because they have a direct impact on the system’s total power requirements. Rate analysts and utility management can more easily predict the power requirements of the smaller power users. Therefore, charges for demand are built into their kWh energy cost instead of being listed separately on the bill.

4. What is the Miscellaneous Charge on my bill?

The miscellaneous charge is the fee charged to cover connection services and setting up an account in the customer’s name. Other miscellaneous charges occur for trip charges and re-connection fees.

5. Why are deposits required?

Deposits protect the utility and its conscientious customers from having to pay the cost of bills left unpaid by other electric utility customers.

6. When is a deposit required?

New customers will be charged a deposit if they cannot provide a letter of reference from another electric, water, or gas utility, which indicates good references and no late payments for services during the last 12 months. Existing customers will be charged a deposit if their accounts are processed for disconnection; are actually disconnected for non-payment; have two returned checks; or receive three warning tags within the last 12 months (within the last 36 months for commercial customers).

7. How much will my deposit be?

Farmington Electric Utility requires a deposit equal to a two months bill, based upon the past year’s average billed usage, as a guarantee that the final bill will be satisfied. After 12 months (36 months for commercial customers), if the customer maintains a good credit history during that time, the deposit, with interest, is automatically credited to the customer’s account.

8. How can a deposit be avoided?

Customers will not be charged a deposit if they pay their current charges by the due date printed on their monthly billing statement. If you receive a “Disconnection Notice” with your utility statement that you think is in error, or if you need to make special arrangements for payment, please call 505-599-1353.

9. Why don’t I see my meter reader monthly anymore?

If it seems you’ve seen less of your meter reader, you may be right. Many of Farmington Electric’s rural customer locations are now equipped with an Automated Meter Reading (AMR) device. This system, which we have been installing for the past three years, is called the “Turtle” system. The Turtle system is a method of reading your electric meter over the power lines. A Turtle module is installed in the meter at your house and the consumption information is sent to a Turtle receiver at the nearest electrical substation, using the power lines. From there, the information is delivered by phone to the Turtle software in the Electric Meter Shop, where the information is processed for the billing department. The entire process takes about 27 hours to complete, thus, the name “Turtle”.

10. Which customers are getting Turtle meters installed and Why?

Some 12,242 Turtle meters currently in use have been installed in service area locations that are the furthest and most difficult for meter readers to access. We are installing Turtle meters for all of our customers throughout our service area, except for locations within the Farmington and Bloomfield city limits. Due to distance, rural are typically the more expensive to read. By automating the electric meter reading in the rural areas, the electric utility can significantly reduce the cost of meter reading. We have been able to cut back on the number of employees it takes to read electric meters throughout the system, as well as freeing up personnel for other necessary jobs. What now requires a trip every month will only require an annual trip for verification of the meter reading and meter testing at regular intervals. This will also reduce equipment costs (such as pickup trucks) and the cost of maintaining equipment. These reductions will help ensure that Farmington Electric can continue charging the lowest prices possible for your electricity. To further reduce meter reading cost, the utility is in the process of replacing electric meters in Bloomfield with ERT (Electronic Radio Transmitter)meters. The meter reader will be able to go into a more populated area or neighborhood and automatically read a number of meters at one time with an ERT...without having to physically travel to each meter.

11. Why do I have trouble accessing the login page?

This system uses the TLS security protocol. If you are using Internet Explorer and have trouble accessing the log in page, you may need to enable this protocol. You can do this via Tools menu, Internet Options, Advanced, Settings, and then select Use TLS 1.0.

1. How do I apply for the position of Firefighter with Farmington Fire Department?

2. What does the hiring process entail?

• The hiring process is comprised of a Firefighter entrance exam. Preparation material will be available for purchase; once you have applied you will receive additional information regarding where to purchase material.
• The Firefighter Combat Challenge course must be completed in less than 7 minutes. (Applicant must provide a doctor's release prior to taking the Firefighter Combat Challenge entrance exam.)
• Candidates must successfully pass interview panel(s).
• Pass an extensive background check.
• Pass a pre-employment physical and psychological examination.
• Pass a pre-employment drug screen.
• Have a valid High School Diploma or GED equivalent.

3. What is the minimum and maximum age for applicants?

Applicants must be 18 years or older at the time of employment. The Farmington Fire Department does not have a maximum age limit.

4. What should you bring to the written exam?

Please bring your medical release to participate in the combat challenge. A pencil and spare paper will be supplied to you. During the test backpack, food, drinks, calculators, family and friends will not be allowed.

5. Will I know my score for the written exam the day of the test?

You must pass the written exam with a minimum score of 70% to move on to the physical ability test. One of the test proctors will inform you if you scored below a 70% on the written exam. There will be no chance to re-take the exam. 

6. Will there be a physical fitness assessment?

There will be a physical fitness assessment. The combat challenge or CPAT (candidate physical ability test) will be used as the physical fitness assessment.

7. Is the physical fitness assessment difficult?

The physical fitness assessment is strenuous work but both assessments can be completed quickly. The physical fitness assessments utilized during the hiring process mimic tasks a Firefighter would complete on the fire ground. Firefighting can be strenuous work at times. It is important for candidates to have prepared physically for the challenge.

8. What should you bring for the combat challenge/CPAT?

Please wear workout clothing. Must wear athletic pants, shirt and training shoes. Make sure to bring water, sunscreen, hat, glasses. We will provide you with an SCBA, jacket, gloves and helmet. Candidates will not be on air for this event. No admission of energy drinks and workout supplements prior to the physical fitness assessment.

9. Is the combat challenge/CPAT pass/fail?

You must complete the combat challenge in 7 minutes. You must complete the cpat in 10 minutes and 20 seconds.

10. Will I be drug tested prior to employment?

This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes, pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

11. What is the hiring range?

Cadets will make $20.44/hour while in the academy. The pay range for Step 1 Firefighter starts at $44,580 annually and tops out at $62,712 annually.

14. Is this an entry level or lateral position?

This position is an entry level position.

15. What is the schedule like?

Farmington Fire Department is made up of three separate shifts. Each shift works 48 hours on and 96 hours off. During the 48 hours on, the shift personnel are required to stay at the assigned station. Shift change happens at 0700.

18. Will I have to attend a fire academy?

You will have to attend the San Juan College Fire Academy. It is a 4 month academy which you will be paid if you are offered a position. The tuition and materials for the academy will be covered by The City of Farmington. 

19. Do I have to be a licensed NM EMT-B?

All candidates must obtain New Mexico Emergency Medical Technician-Basic (EMT-B) certification within the first year of employment.

20. How long does the probationary status last?

Probationary status lasts one year, starting from the date of hire.

21. Will preference points be awarded to candidates?

Preference points will be awarded to candidates based on the highest level of formal education completed (0.5 point for an Associate's Degree, 1 point for a Bachelor's Degree, and 1.5 points for a Master's Degree or higher; based on a 100 point grading scale). Military preference point will be awarded to candidates based on submission of a qualifying DD214 (1 point, based on a 100 point grading scale). 1. How do I register for swimming lessons?

2. How many people are available to help with lessons?

All of our instructors are Red Cross Water Safety Instructor certified and the ratio is 1 instructor to 5 swimmers for the preschool classes and 1 instructor to a minimum of 8 swimmers for the levels classes.

3. Why must I be in the water with my child if they are 5 years and younger?

With the depth of the majority of our pools being deeper than a child can reach it is important to have an adult in the water with them to ensure that they are safe. We require that children be an arms length away so that if they fall over in the water or explore to areas that are too deep they have someone with them that can help them. Floaties do not count as an adult in the water, instead they can help a child to feel more comfortable in the water while having an adult assist them when needed.

4. What happens when there is lightning in the area?

If there is lightning and thunder in the near area we do have to close the pool for thirty (30) minutes per lightning strike. We only close when the lightning and thunder is in a six mile vicinity. We don’t give refunds due to lightning. The City of Farmington has a no refund policy that pertains to any of their facilities. If you just arrived we can give out a pass to come back to the facility.

5. Why do you require swimming suits?

There are a couple of reasons. First, it’s a hygiene matter. Typically, people tend to only wear a swimming suit while at the pool, not for other activities. Gym shorts or bathing suits with underwear worn underneath is more likely to be unsanitary or soiled and potentially introduce bacteria and germs we try to keep out of the pool/ While chlorine is used to disinfect the water, the extreme amounts required to kill germs such as cryptosporidium, shigella or giardia, would be an unsafe amount of chlorine for swimmers.

The second reason is a safety concern. To avoid becoming heavy when wet, bathing suits are lightweight and do not absorb very much water, making it easier for a person to swim. Generally, a swimming suit is tight fitting and will not impair vision or breathing unlike t-shirts or cover ups. Additionally if a lifeguard attempts a rescue, clothing other than a bathing suit can hamper the rescue and endanger the individual and lifeguard.

We have a full size basketball court, 5 racquetball courts- 3 of which Wallyball can be played on, locker and shower facilities, and two small class/meeting rooms.

4. Do we have memberships?

There are no membership fees. We do have a $25.00 ten Punch Pass available as well as a $30.00 Monthly Pass.

1. How do I register for an adult sports league?

Registration for leagues is just as easy as any other program registration. Come to the Recreation Center between the hours of 8 a.m. - 10 p.m., Monday - Friday. Teams must provide a roster listing player’s addresses and phone numbers. Unfortunately, registration using an automated registration system is not available for leagues at this time.

2. When can I expect to get a schedule?

Schedules are given to team managers prior to the start date of the league.

3. What if I am an individual player without a team?

If you are looking to get on a team for a particular sport, call Recreation Center at 505-599-1184 and ask to be placed on the interested player’s list. Please include your name, home phone, sport, level (competitive, recreation, or leisure), positions played, league (men’s, women’s, or coed). This list will be distributed to those manager’s requesting information regarding additional players. Please note that this list is cleared at the end of every year.

4. How do I schedule a practice field for an adult softball team?

To schedule a practice field, call the Recreation Center on Fridays beginning at 8:00am for the following week (Monday through Sunday).

5. How do I schedule a practice field for a youth baseball team?

Youth sports teams need to contact their association’s scheduler or their division’s VP for practice times. The Farmington Recreation Center will not allow individual coaches to reserve field practice times for their teams.

6. How do I reserve a facility for a tournament?

An Application For Facility Usage has to be filled out and returned to the Recreation Center accompanied by a proof of insurance for general liability (one million dollars), proof non-profit status (or a letter naming a non-profit benefactor), and any associated fees.

No. All volunteers must apply in advance. You must be registered in advance to volunteer for a specific event; you may not just show up at that event/training. We ask for a specific number of volunteers to ensure a positive experience for all.

4. How old do I have to be to volunteer with the City of Farmington?

People of all ages may volunteer. Young people, under age 18, can volunteer provided that the work does not pose a threat to their health or safety or violate Federal or State child labor laws or the policies of the agency’s volunteer program. All volunteers under the age of 18 must submit a signed parent/guardian permission form with their application.

Water & Wastewater Utilities

1. How do I report a water or sewer issue?

All water or sewer leaks, as well as water outages, should be reported immediately to the City of Farmington's Operations & Maintenance Contractor, Jacobs, at 505-326-1918.

2. I don't have a shut-off valve anywhere after the meter-can. Am I allowed to go into the meter-can to shut off my water immediately?

No.. no one is allowed in the meter-can (this includes your plumber) without permission from the City's Operations & Maintenance Contractor ahead of time. Usually you'll be granted access to shut off your water meter knowing they are on there way to your home to verify. If they feel you do not know how to shut off your water appropriately, then they may reserve the right to deny you access into the meter-can. Even a plumber must request access into the meter-can.

3. What would happen if a plumber goes into my meter-can without prior authorization?

Then the owner/renter/lessor of that property may be held responsible for meter tampering fees, this may include fines added to your utility bill or loss of meter.

4. I've noticed the water pressure in my house has decreased over the years, Why?

Although there may be several reasons why water pressure is decreasing, in most cases water leaks or mineral build-up within your plumbing lines cause you to experience this problem. The older the plumbing, the more likely a pressure problem. The City encounters the same problems within the water mains which is why the City is proactive on its preventative maintenance programs such as leak detection, hydrant flushing and pressure testing. For any water / sewer emergencies or non-emergencies, please contact the City's Operations and Maintenance Contractor, Jacobs, at 505-326-1918.

5. Why does my water look dirty or cloudy?

At times it is necessary for the City to flush the water system, which may cause a disturbance of mineral build-up created within the water mains over time. As disturbance occurs, these minerals temporarily cloud the water, making it look dirty. The water is still safe to drink, but it can be a bit unsightly. To resolve, simply run your tap water until the color goes away.

Cloudy water can also indication that air has entered the water lines and is no more than highly oxygenated water (lots of tiny bubbles). It will settle rapidly and is quite safe to drink. If you have any questions call the City of Farmington Laboratory at 505-325-6953.

6. I have a water softener in my home. How much water hardness does my water softener need to be set at?

Due to the City of Farmington's TDS (total dissolved solids) regulations enforced by the EPA, we suggest you set your water softener at 6 grains, and not to exceed 11 grains.

7. What portion of my water and sewer service lines is my responsibility?

The owner is responsible for the water service line after the water meter-can. Typically the meter-can is located near the property line along the street or right of way area. For gravity sewer, the owner is responsible for the sewer lateral from the sewer main connection in the street or right-of-way to the home. For pressure sewer, the owner is responsible for the sewer lateral from the sewer valve can to the home. For questions regarding service line responsibilities, please call Ruben Salcido, O & M Manager, at (505) 599-1284.

8. Does my insurance company cover my service line repairs/replacements?

Most insurances are different regarding coverages - typically no it is not. However, contact your insurance company to confirm this and request if your service lines (including the sewer portion within the street) can be covered. Service lines decay over time.

9. Can my water & sewer service lines cross my property line into the neighboring property and be shared?

No, unless specifically authorized by the City (apartments, multi-family, etc.), each customer must provide a separate water & sewer service to their own property. These services may not cross property lines to be shared by the neighboring property.

10. Where can I get information on Low Income Energy Assistance Program (LIHEAP)?

The Low Income Home Energy Assistance Program (LIHEAP) assists eligible persons and families with their utility bills. If you currently qualify for LIHEAP - you are eligible to receive assistance to offset the additional monthly solid waste charge.
