MPO Guiding Documents
Unified Planning Work Program (UPWP)
A Unified Planning Work Program is a statement of work identifying the planning priorities and activities to be carried out within a metropolitan planning area. At a minimum, a UPWP includes a description of the planning work and resulting products, who will perform the work, time frames for completing the work, the cost of the work, and the source(s) of funds. The Farmington MPO plans it work and budgets for expenditures for two federal fiscal years in one document. This is consistent with NMDOT reporting.

Committee Bylaws
The Committee Bylaws define the on-going operational structure inter-relationship of the MPO. The Bylaws also spell out the relationship of staff to the committee structure and to the required work. The bylaws are specific to FMPO based of the geographical areas and its member organizations. The FMPO Committee Bylaws were approved on by the Policy Committee on June 25, 2020.

Joint Powers Agreement
The Joint Powers Agreement (JPA) spell out the terms of intergovernmental cooperation in the MPO and the member governments’ understanding of the role of the MPO and its staff. The JPA also determines the financial structure of the MPO and each members fiscal contribution to the MPO. The JPA was adopted by the Policy Committee on June 25, 2020. The terms of agreement automatically renew unless there are changes to be made.
Cooperative Agreement
The Cooperative Agreement (CA) is the basic contract between the NMDOT and the fiscal agents overseeing the MPO. The CA delineates the responsibilities of each organization to carry out the tasks in the Unified Planning Work Program. The CA for the FMPO is between NMDOT and The City of Farmington, FMPO’s fiscal agent. The terms of agreement are from 2023 to 2026.
